Sources Indicate Trump Favors Rubio, Noem for Major Appointments

In the lead-up to his second administration, President-elect Donald Trump has assembled a prospective team of seasoned lawmakers and allies known for their hardline positions on foreign relations, national security, and immigration. CBS News reports that Florida Senator Marco Rubio is currently the top choice for Secretary of State, while Michael Waltz, a former Green Beret and congressman, is favored for National Security Advisor. South Dakota Governor Kristi Noem may also join the Cabinet as Secretary of Homeland Security, as Trump seeks to reshape the roles of the nation’s senior officials.

Marco Rubio: Secretary of State

Rubio’s potential nomination to Secretary of State could position him as the U.S.'s lead diplomat, guiding foreign policy during a time of escalating global challenges. Rubio, currently vice-chairman of the Senate Intelligence Committee and a senior member of the Foreign Relations Committee, has consistently adopted a hawkish stance on U.S. adversaries such as Iran and China. Throughout his career, Rubio has been a staunch advocate for a powerful U.S. role on the global stage, emphasizing American security interests while pushing back against what he views as expansionist threats from Beijing and Tehran.

While Rubio was once a fierce competitor to Trump in the 2016 presidential primaries, marked by public spats and jabs, he later endorsed Trump and became a key supporter in Trump’s 2024 campaign. Despite their differences, their alignment on core issues of national security and American strength may drive Rubio’s diplomatic approach should he assume the role of Secretary of State.

Michael Waltz: National Security Advisor

If appointed, Waltz would take on the critical role of National Security Advisor, a position that doesn’t require Senate confirmation. A highly decorated Army veteran, Waltz’s military career includes tours in Afghanistan, the Middle East, and Africa, and he has documented these experiences in his book Warrior Diplomat: A Green Beret's Battles from Washington to Afghanistan. Known for his sharp critique of President Joe Biden, especially following the U.S. withdrawal from Afghanistan, Waltz has argued for stronger national defense measures in the Pacific to counteract China’s growing influence.

Waltz’s appointment as National Security Advisor may affect Republican control in the House if his resignation leaves his congressional seat vacant, especially if the GOP holds a narrow majority. In his time on the Armed Services Subcommittee on Readiness, Waltz has also encouraged NATO allies to increase defense spending, aligning closely with Trump’s foreign policy goals, including reducing U.S. dependency on the Western military alliance.

Kristi Noem: Homeland Security Secretary

South Dakota Governor Kristi Noem is anticipated to become the Secretary of Homeland Security, overseeing the agency's $62 billion budget and responsibilities that span border security, cyber threats, counterterrorism, and emergency response. Noem, an early Trump supporter, has been a vocal advocate for border security and would likely work closely with Tom Homan, recently named Trump’s “border czar,” and Stephen Miller, Trump’s senior policy advisor.

Her background in agriculture and ranching, combined with her political leadership as South Dakota’s first female governor, shaped her views on border control and rural issues. Known for her sharp criticism of Biden-era policies, Noem’s appointment reflects Trump’s plan for a streamlined, security-focused administration. Her collaboration with Homan and Miller could drive Trump's immigration policy and intensify the administration’s efforts to tackle cyber threats and other national security challenges.

The Shape of Trump’s New Administration

In addition to the appointments of Rubio, Waltz, and Noem, Trump’s selections so far include Susie Wiles as Chief of Staff and Congresswoman Elise Stefanik as his pick for UN Ambassador. Trump has repeatedly expressed frustration with the Senate confirmation process, pushing for a streamlined approach that could expedite these critical appointments. Trump’s second term aims to take an assertive stance on foreign policy and national security, with a focus on combating foreign threats, bolstering economic strength, and fulfilling campaign promises on immigration and energy dominance. As his administration takes shape, the appointments underscore a continued emphasis on strong, unyielding responses to both domestic and international challenges.
