The vengeful Joe Kwan (played by Nicholas Tse) is released from prison after serving a lengthy sentence with the sole goal of ruining the reputations of the police officers who originally put him behind bars. Motivated by a deep-seated desire for vengeance, Kwan launches an intense media campaign to damage the reputations of Chief Superintendent Chan Kwok-Wing and Inspector Cheng Siu-Fung (Jackie Chan).
Kwan manipulates public opinion in the opening scenes of the movie by masterminding a string of high-profile scandals and using his extensive understanding of police operations. Cheng and Chan find themselves in the middle of a PR nightmare as his smear campaign picks up steam. Their pristine reputations are now being attacked, and people are starting to doubt their honesty.
In the midst of the mayhem, Cheng Siu-Fung, battling his own personal demons, needs to gather his group and restore their honor. As he explores Kwan’s plot, he finds layers of treachery and deceit that jeopardize not just his professional future but also Hong Kong’s legal system as a whole. With the support of his loyal colleagues and the unexpected aid of his estranged partner, Chen Huan (Charlene Choi), Cheng embarks on a dangerous quest to clear his name and bring Kwan to justice.

In the pivotal confrontation, Cheng and Kwan engage in a titanic struggle that challenges their determination and limits.
