Sara Harris, the Executive Director of the MDC, is enthusiastic about the successful agreement, which marks a pivotal moment for the community. “The previous deal did not include the Midland Development Corporation in the negotiation to bring Costco to Midland, so that’s not something I can speak to, but this deal is signed and inked by both parties, and we’re really excited to welcome them,” Harris commented. The direct involvement of the MDC in this transaction signifies a significant shift from past negotiations, reflecting the organization’s commitment to advancing local economic development.

The new Costco will be located on a substantial piece of land in West Midland, positioned north of State Highway 191 and west of State Highway 158. The role of the MDC has been instrumental in making this deal come to fruition. Harris explained the importance of the incentives provided to Costco, stating, “So it’s a ‘but for’ question, right? You have to ask, ‘Without incentives, would this business come otherwise?’ And with Costco, the answer is ‘No.’ But for the incentives, Costco would not be entering the market.” This statement underscores the critical nature of the financial incentives offered by the MDC to attract Costco to Midland. By demonstrating a strong commitment to supporting the retail giant, the MDC has successfully created a compelling case for Costco to invest in the area.

As part of the agreement, Costco is set to receive approximately $6.5 million in reimbursement from the MDC upon the store’s completion. Harris noted that the desire for a Costco in Midland was repeatedly expressed to MDC board members, city council members, and MDC staff. “The desire for Costco was something that was reiterated innumerable times to MDC board members, city council members, MDC staff. And we want to be responsive to those community needs and wants, and that’s directly what led to this deal,” she said. This strong community support underscores the significance of the project and the positive impact it is expected to have on the local economy.
