US Speaker Johnson releases preliminary details of a new $43bn Ukraine aid package

US Speaker of the House Mike Johnson has unveiled preliminary details of a sweeping aid package designed to bolster US allies, a proposal that he intends to bring to a vote within the week. This comprehensive aid package, outlined in a note disseminated to members of Congress and shared across social media platforms, outlines a substantial allocation totaling $95.34 billion, with specific provisions designated for Israel, Ukraine, and operations in the Red Sea region.

Leading the allocation is Ukraine, set to receive the lion’s share of the aid package, with an earmarked sum of $48.43 billion. Within this allocation, a substantial $19.85 billion is slated for the restocking of the Department of Defense arsenal, which has been depleted due to previous transfers to Ukraine. An additional $14.8 billion is designated for the US European Command Area of Responsibility (EUCOM AOR), a crucial segment of the United States military apparatus headquartered in Stuttgart, Germany. Moreover, $13.8 billion is dedicated to the Ukraine Security Assistance Initiative (USAI), facilitating the procurement of essential weapons from the United States. To ensure transparency and integrity in the utilization of aid resources, $8 million has been allocated to the Department of Defense Inspector General for oversight of transfers and expenditures. Additionally, a substantial sum of $7.85 billion is to be directly disbursed to the government in Kyiv, aimed at supporting its critical budgetary requirements.

Separately, Ukraine’s Finance Ministry revealed on April 14th that it has allocated $6 billion for the purchase of weapons and ammunition this year, underscoring the pressing need to address the country’s defense capabilities amid escalating tensions.

The aid package seeks to address the mounting ammunition crisis faced by the Armed Forces of Ukraine (AFU), exacerbated by the depletion of US assistance funds earlier this year. Johnson’s proposal is aimed at providing timely and essential support to Ukraine while upholding stringent standards of accountability and transparency in aid allocation and utilization.

Moreover, the aid package encompasses significant allocations for Israel, totaling $14.1 billion, as well as operations in the South China Sea, with an allocation of $2.4 billion. Additionally, a portion of the package is dedicated to humanitarian aid, with further details expected to be released in due course.
